Positions are created once and never have to be maintained afterwards. As far as I know, none of them have blueprints or other paperwork explaining them that should be held by the Town Council.

As an additional note and reminder, public works do not need to be built through the Town Council. Any group (or even individual player) in game can organize, contribute materials and focus, and build a public work. There are two important things related to this though. First, any public work built are public. You can’t police who uses them and if they generate income of some type (like the Printing Press or Generator Mill) that income will be provided to the Town Council unless otherwise noted. Second, there is no guarantee that Town Council will handle the maintenance of that public work going forward. Town Council might, but it is far better for people that choose to build a public work outside the town council be prepared to maintain it in the future. And Town Council currently maintaining a public work is also no guarantee that they will continue to do so in the future.
