Rules for Kithiran citizens in Tiyago-held territory during times of war:

  • Any battery of a Tiyagan is punishable by violent subdual.
  • Any attempt of sabotage of Tiyagan property or operations is punishable by violent subdual.
  • Any attempt at murder of Tiyagan is punishable by death.
  • Rights of habeas corpus, due process, and trial by peers are suspended. Trials will be conducted, guilt determined, and sentences handed out by the Military Governor or his designee.
  • Other crimes and incidents will be dealt with at the discretion of the Military Governor, as he sees fit.
  • Travel and correspondence is restricted and requires written permission from the Military Governor. All incoming or outgoing ships and materials are subject to search by the Tiyagan Army and Kithiran goods may be seized for any reason.
  • (scrawled in by hand on the otherwise printed sheet): I know some of you have an unhealthy fascination with magic. It may help you to know that mages outside official Tiyagan military service are summarily put to death.

OOG Clarification:

  1. Laws

    1. Attacking (including Sleep, Subdue, etc) any Tiyagan is punishable by critical.
    2. Sabotage, etc is punishable by critical.
    3. Rendering a Tiyagan critical is punishable by character death.
    4. If something doesn’t fit in those categories, staff will come up with something
    5. For criticals, the Tiyagan soldiers/etc are likely to administer them on the spot. For other stuff, they’ll capture you and drag you to the staff center.
    6. Tiyagans are using a military tribunal system, so don’t expect things like lawyers and due process. They can seize you, render judgment, and the punishment will be immediately enacted without appeal (all within the same event if possible).
    7. They aren’t necessarily going to just take your stuff, but do have the right to seize stuff they think is smuggled in or contraband.
    8. Being a magic user outside of direct permission from the Tiyagan crown is punishable by character death.
  2. Impacts to BGS

    1. The following BGS are unaffected:
      1. Engineering/Chemistry BGS
      2. Income
      3. Landowner
      4. Laborer
      5. Gardener/Beekeeper/Farmer
      6. Hunter
      7. Day Laborer
      8. Experimentation (although like always, really crazy stuff will draw the attention of authorities)
      9. Research (as long as the materials you are looking for are available on the island)
    2. The following BGS are done through mail, so if the mail is running successfully, they are unimpacted. For the BGS cycle between Summer and Fall, the mail is running successfully
      1. Research (if the materials you are looking for are not available on the island, you are assumed to be corresponding with other Kithiran scholars and therefore reliant on the mail)
      2. Lawyer
      3. Stockbroker
      4. Political Influence (one clarification: Tiyagans do not care about your PI; unless you have the relevant skill that allows you to use it on Tiyagans, it will just bounce)
    3. Impacted BGS
      1. Merchant
        1. You will not have access to Kithiran lots. You may get access to Tiyagan lots of a similar nature, but they will expect payment in Tiyagan currency.
      2. Military Officer
        1. Any skills you have granted through this profession are unimpacted, but you will not be paid during occupation (‘cause there is no one to pay you). Expect to be caught up if and when Port Katherine is liberated.
      3. Publisher
        1. The Tiyagans do not allow a Kithiran free press. Don’t get caught :slight_smile:
      4. Focus
        1. You cannot leave the island unless someone smuggles you off. The people who can do that know how they can do that. This does not require a coordination.
        2. If you wish to write letters, the mail must be running properly.
        3. Ship mechanics are unaffected (it is assumed you can sneak out to where your ship is hidden).
        4. These rules replace the previous off-island travel rules
    4. Non-public BGS
      1. We will send you a clarification privately.
  3. General Expectations

    1. Penalties for attacking, etc Tiyagans apply to both Tiyagan civilians and soldiers.
    2. Don’t talk to Tiyagans about magic. While certain Tiyagans are allowed to practice, it is very tightly controlled and unauthorized users are dealt with just as if not more harshly than in Kithira.
    3. The Tiyagans consider the decursing ritual to be something religious rather than magic, given the lack of arcane calls and glowsticks. However, they are generally more aware of the signs of magic, and may watch you more closely if you show signs of magic use.
    4. Tiyagans will generally crit you and leave you if you are caught breaking the rules (or they think you are breaking the rules). Some mods may be far enough away from the town that the hospital is not accessible, in which case the Tiyagans will also perform the surgery as best as they can.
    5. Given the frontier nature of Port Katherine, you are allowed to keep your weapons.
    6. The carnival will still run. The Tiyagans are uninterested in messing with your cultural stuff.
    7. For new PCs, the newbie mod will explain how you got to the island (and staff will do their best to take your backstory into account). At this time, staff is not allowing Tiyagan PCs.
    8. Kithira will not be importing goods, so that market auction will not be running. If you have made other arrangements, they will be handled in game.
    9. How Auxiliaries will be handled is a plot in game, so you will have to wait until then.

Will there be any way in game to exchange ducats for crowns, or will things like merchant lots depend on the crowns already on the island?

There will be a way to change ducats for crowns, but it will be a plot and not necessarily trivially available.

The Alabaster and Stoneguard Bank has a small reserve of Tiyagan crowns and can make them readily available at proper exhange rates.

Regarding travel being controlled by the military governor, we would need their permission to get someone on the island? Or would that still fall under the smuggling rules/“use five pi to get a ship to go to the island”?

I shall eagerly await the whole auxiliaries thing then. But I doubt I will end up joining with Tiyagans if that is offered. Thank you for the timely update!

I note the engineering crafting bgs are not listed as either affected or unaffected.

Fixed: engineering and chemistry skills are unaffected. I suspect header skills are unaffected unless they involve off-island travel.

I have gone from having no interest in the Tiyagan nobility to desperately wanting to meet their Emperor to find out what kind of guy just goes around claiming he’s Duke of Drevnia

Should we assume, as it was not directly mentioned, that the military governor has no interest in altering or disbanding the Town Council’s format, responsibilities, or practices at this time?

I was asking from more of a “how do I get people to the island” standpoint, but if the same rules apply that’s fine.

I would assume (since we’re assuming whatever we want) that information we don’t need to have during the BGS period or directly at game-on is simply not included here, and since town council doesn’t meet until Saturday usually, anything that happens to it will happen as plot
